Narrative:

During initial climb out from sat, the equipment cooling supply and exhaust fan off lights illuminated. Switches were moved from normal to alternate, but both off lights remained illuminated and at one point alternately flashing. Checklists were run but lights stayed illuminated along with master caution illuminated. The first officer's ADI went blank and a strong odor was reported by the lead flight attendant. Odor was then evident in cockpit (plastic burning). Electrical fire/smoke checklist run and odor stopped. Discussion using CRM was used and a return to sat was accomplished in the interest of safety. Overweight landing was uneventful. Aircraft was turned over to maintenance for checks and inspections.

Title: FAILURE OF ELECTRICAL EQUIP COOLING SYS, FOLLOWED BY FAILURE OF FO'S ADI FOLLOWED BY SMELL OF ELECTRICAL SMOKE LEADS TO PRECAUTIONARY RETURN TO DEP FIELD FOR LNDG.

Narrative: DURING INITIAL CLBOUT FROM SAT, THE EQUIP COOLING SUPPLY AND EXHAUST FAN OFF LIGHTS ILLUMINATED. SWITCHES WERE MOVED FROM NORMAL TO ALTERNATE, BUT BOTH OFF LIGHTS REMAINED ILLUMINATED AND AT ONE POINT ALTERNATELY FLASHING. CHKLISTS WERE RUN BUT LIGHTS STAYED ILLUMINATED ALONG WITH MASTER CAUTION ILLUMINATED. THE FO'S ADI WENT BLANK AND A STRONG ODOR WAS RPTED BY THE LEAD FLT ATTENDANT. ODOR WAS THEN EVIDENT IN COCKPIT (PLASTIC BURNING). ELECTRICAL FIRE/SMOKE CHKLIST RUN AND ODOR STOPPED. DISCUSSION USING CRM WAS USED AND A RETURN TO SAT WAS ACCOMPLISHED IN THE INTEREST OF SAFETY. OVERWT LNDG WAS UNEVENTFUL. ACFT WAS TURNED OVER TO MAINT FOR CHKS AND INSPECTIONS.
