Narrative:

Aircraft at FL390 cruise altitude 50 NM east of mod. First officer (PNF) heard clearance from ATC to descend at pilot's discretion to FL230 and read back, 'cleared at pilot's discretion to descend to FL230.' captain (PF) confirmed readback and altitude set in MCP, but did not hear original ATC clearance. (PNF was not aware PF did not hear original clearance.) as aircraft descended through FL320, ATC requested aircraft's altitude and was told aircraft was passing FL320 for FL230. Aircraft was immediately given a 90 degree course deviation to the south while air crew stopped the descent as it saw TCASII traffic below. Traffic below was asked to increase its rate of descent. Aircraft maintained its present altitude after its course deviation, approximately FL310. Once clear of conflict, aircraft was cleared direct to mod and descend to FL240. Causes for incident: 1) PNF heard wrong altitude and thus read back wrong altitude. 2) ATC missed incorrect readback. 3) PF did not hear original clearance. 4) PNF assumed PF heard initial clearance. Preventive measures: 1) ensure both PF and PNF hear original clearance. 2) implement a system similar to altitude clrncs such as '10000 ft' (one-zero thousand, ten thousand) and '11000 ft' (one-one thousand, eleven thousand). For example: FL230 (flight level two-three-zero, twenty-three). FL330 (flight level three-three-zero, thirty-three).
