Narrative:

Nose go around did not extend normally. Did missed approach and entered traffic pattern. Did manual gear extension procedure per checklist, and unsafe gear indication continued. Called company maintenance and sought advice. They told us to reset breaker for landing gear relay to electrically allow hydraulic gear motor pump to run. Motor continually ran for at least 30 seconds. I pulled breaker and did manual extension procedure again. Fly-by was initiated and ground crew stated that gear 'appeared to be down.' although gear appeared to be down, cockpit indications showed otherwise. The nose gear light was tested and it worked properly. A test of the gear unsafe warning system showed that gear was not down and locked. Also, our ground proximity system alerted us during fly-by that gear was not down. An emergency was declared and aircraft landed in jhw. After aircraft was shut down on runway, passenger were evacuate/evacuationed. No one was injured and aircraft was not damaged.
