Narrative:

Our altimeter setting was misunderstood on ATIS. A setting of 29.94 was put in altimeter window when the actual altimeter setting was 29.54. This caused us to be 400 ft low. ATIS should have warning of low altimeter and all numbers should be annunciated like aim states.
