Narrative:
On descent into pvd, cleared to 17000 ft. Heard controller advise another aircraft that he (controller) was 'painting level 3 and level 4 cells, but nobody was deviating.' WX conditions showed there was a possibility of icing and copilot and I were checking for it. I missed transition at FL180 and did not reset altimeter. TCASII gave a TA, reset altimeter and climbed to correct altitude.

Title: CAPT OF AN MD88 FAILED TO RESET HIS ALTIMETER PASSING THROUGH FL180 ON DSCNT, RESULTING IN A TCASII TA AND THE FO NOTICING THE CAPT'S ALTIMETER HAD NOT BEEN RESET.
Narrative: ON DSCNT INTO PVD, CLRED TO 17000 FT. HEARD CTLR ADVISE ANOTHER ACFT THAT HE (CTLR) WAS 'PAINTING LEVEL 3 AND LEVEL 4 CELLS, BUT NOBODY WAS DEVIATING.' WX CONDITIONS SHOWED THERE WAS A POSSIBILITY OF ICING AND COPLT AND I WERE CHKING FOR IT. I MISSED TRANSITION AT FL180 AND DID NOT RESET ALTIMETER.
