Narrative:

Cleared to 8000 ft. Twin traffic to the right at 8500 ft. Cleared to climb with traffic in sight. Twin cessna turned right, away from our flight path. My captain informed ATC that we will pass below traffic, but I had initiated my climb based on the twin's right turn away (belly up to us). Twin's pilot heard captain's remark and reversed turn toward us. We climbed through 8500 ft about 1000 ft abeam the twin. After my climb initiation, TCASII advisory, followed by TCASII alert to reduce climb, but we were already committed to transiting 8500 ft.

Narrative: CLRED TO 8000 FT. TWIN TFC TO THE R AT 8500 FT. CLRED TO CLB WITH TFC IN SIGHT. TWIN CESSNA TURNED R, AWAY FROM OUR FLT PATH. MY CAPT INFORMED ATC THAT WE WILL PASS BELOW TFC, BUT I HAD INITIATED MY CLB BASED ON THE TWIN'S R TURN AWAY (BELLY UP TO US). TWIN'S PLT HEARD CAPT'S REMARK AND REVERSED TURN TOWARD US. WE CLBED THROUGH 8500 FT ABOUT 1000 FT ABEAM THE TWIN. AFTER MY CLB INITIATION, TCASII ADVISORY, FOLLOWED BY TCASII ALERT TO REDUCE CLB, BUT WE WERE ALREADY COMMITTED TO TRANSITING 8500 FT.
