Narrative:

Flight followed another air carrier flight to uio with qms VOR outage against our operations specifications. Callback conversation with reporter revealed the following information: the dispatcher said that the operations specifications document has now been changed to allow different approachs and the VOR is no longer required to be operational if other navaids are available. This company has resumed normal flight service to this foreign airport. Supplemental information from acn 433780: company specifications state it is authority/authorized for a qit VOR ILS runway 35 approach into quito. VOR had been notamed inoperative. We were given radar vectors for the ILS approach which was completed without any problem. FMC was available at the time. Dispatch did not provide us with the proper NOTAM.

Narrative: FLT FOLLOWED ANOTHER ACR FLT TO UIO WITH QMS VOR OUTAGE AGAINST OUR OPS SPECS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE DISPATCHER SAID THAT THE OPS SPECS DOCUMENT HAS NOW BEEN CHANGED TO ALLOW DIFFERENT APCHS AND THE VOR IS NO LONGER REQUIRED TO BE OPERATIONAL IF OTHER NAVAIDS ARE AVAILABLE. THIS COMPANY HAS RESUMED NORMAL FLT SVC TO THIS FOREIGN ARPT. SUPPLEMENTAL INFO FROM ACN 433780: COMPANY SPECS STATE IT IS AUTH FOR A QIT VOR ILS RWY 35 APCH INTO QUITO. VOR HAD BEEN NOTAMED INOP. WE WERE GIVEN RADAR VECTORS FOR THE ILS APCH WHICH WAS COMPLETED WITHOUT ANY PROB. FMC WAS AVAILABLE AT THE TIME. DISPATCH DID NOT PROVIDE US WITH THE PROPER NOTAM.
