Narrative:

Flight xyz air carrier phl-sce (state college, PA). During ground time, maintenance complied with MEL dealing with a 'left stall warning' indication from previous flight. On departure from runway 35 at intersection K, captain requested 'gear up' and first officer complied. Gear did not retract. Crew completed climb checklist and leveled off at 3500 ft to run abnormal checklist. Crew advised phl approach of gear malfunction and requested time at 3500 ft to complete checklist. Complied with company approved procedure for 'gear indicator lights malfunction.' crew completed checklist and determined the gear was down and locked. Advised phl approach that we will be returning to land at phl airport. After advising the flight attendant, operations, and the passenger, we returned to phl. During vectors for visual approach to runway 27L, captain called for arrival checklist, review abnormal checklist, and before landing checks. Approach and landing were normal. During landing rollout, captain discovered he had no normal braking, and the nosewheel steering caution light illuminated. First officer checked the normal brakes on his side and they did not work. Captain used rudder pedals and differential power to clear runway and used emergency brake to stop as necessary. Shut down on taxiway and discovered gear handle in the up position. Also, upon postflt inspection, found gear pins installed by maintenance which should have been removed after maintenance action. Ground personnel arrived and deplaned passenger. Maintenance removed gear pins and crew taxied aircraft back to parking. During 'before landing checklist' crew failed to verify the gear handle was in the down position with the 3 green gear indicators illuminated. While performing 'before landing checklist' PNF was also working radios and did not select gear handle in the down position. Assumption was made after completing checklist that gear was down and locked. As per company procedures crew did complete general 'walkaround' inspection after maintenance action. As per company procedures, crew did comply with checklist procedures. PNF did become distraction with situation and radios when checklist items were being performed. Maintenance did not comply completely with procedures for MEL of left stall warning indication, which set up the return to field.

CREW COMPLETED CHKLIST AND DETERMINED THE GEAR WAS DOWN AND LOCKED. ADVISED PHL APCH THAT WE WILL BE RETURNING TO LAND AT PHL ARPT. AFTER ADVISING THE FLT ATTENDANT, OPS, AND THE PAX, WE RETURNED TO PHL. DURING VECTORS FOR VISUAL APCH TO RWY 27L, CAPT CALLED FOR ARR CHKLIST, REVIEW ABNORMAL CHKLIST, AND BEFORE LNDG CHKS. APCH AND LNDG WERE NORMAL. DURING LNDG ROLLOUT, CAPT DISCOVERED HE HAD NO NORMAL BRAKING, AND THE NOSEWHEEL STEERING CAUTION LIGHT ILLUMINATED. FO CHKED THE NORMAL BRAKES ON HIS SIDE AND THEY DID NOT WORK. CAPT USED RUDDER PEDALS AND DIFFERENTIAL PWR TO CLR RWY AND USED EMER BRAKE TO STOP AS NECESSARY. SHUT DOWN ON TXWY AND DISCOVERED GEAR HANDLE IN THE UP POS. ALSO, UPON POSTFLT INSPECTION, FOUND GEAR PINS INSTALLED BY MAINT WHICH SHOULD HAVE BEEN REMOVED AFTER MAINT ACTION. GND PERSONNEL ARRIVED AND DEPLANED PAX. MAINT REMOVED GEAR PINS AND CREW TAXIED ACFT BACK TO PARKING. PNF DID BECOME DISTR WITH SIT AND RADIOS WHEN CHKLIST ITEMS WERE BEING PERFORMED. MAINT DID NOT COMPLY COMPLETELY WITH PROCS FOR MEL OF L STALL WARNING INDICATION, WHICH SET UP THE RETURN TO FIELD.
