Narrative:

On apr/xa/99 I assisted in changing the left nosewheel tire assembly. On apr/xb/99 at XA00 I was notified by my supervisor that maintenance operations notified hangar X supervisor that a nosewheel spacer was found in the returned wheel assembly. 3 hours later, I was notified that it was not a wheel spacer found, but a dust cover was instead found. I thought that we complied with the maintenance manual procedures for the wheel change. Callback conversation with reporter revealed the following information: the reporter stated that much confusion surrounds this incident as management is unable to identify the dust cover allegedly not installed. The reporter said the company considers the matter closed but the reporter is not satisfied without knowing exactly what part was not installed. The reporter said the wheel and tire assembly was installed per the maintenance manual procedure and the illustrated parts catalog does not list any dust cover. The reporter suspects the shop mechanic reported the shipping dust covers that protect the wheel bearings in transit was missing.

Title: A B757-200 WAS RPTED TO HAVE BEEN DISPATCHED WITH THE L NOSE GEAR TIRE AND WHEEL ASSEMBLY INSTALLED INCORRECTLY.

Narrative: ON APR/XA/99 I ASSISTED IN CHANGING THE L NOSEWHEEL TIRE ASSEMBLY. ON APR/XB/99 AT XA00 I WAS NOTIFIED BY MY SUPVR THAT MAINT OPS NOTIFIED HANGAR X SUPVR THAT A NOSEWHEEL SPACER WAS FOUND IN THE RETURNED WHEEL ASSEMBLY. 3 HRS LATER, I WAS NOTIFIED THAT IT WAS NOT A WHEEL SPACER FOUND, BUT A DUST COVER WAS INSTEAD FOUND. I THOUGHT THAT WE COMPLIED WITH THE MAINT MANUAL PROCS FOR THE WHEEL CHANGE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT MUCH CONFUSION SURROUNDS THIS INCIDENT AS MGMNT IS UNABLE TO IDENT THE DUST COVER ALLEGEDLY NOT INSTALLED. THE RPTR SAID THE COMPANY CONSIDERS THE MATTER CLOSED BUT THE RPTR IS NOT SATISFIED WITHOUT KNOWING EXACTLY WHAT PART WAS NOT INSTALLED. THE RPTR SAID THE WHEEL AND TIRE ASSEMBLY WAS INSTALLED PER THE MAINT MANUAL PROC AND THE ILLUSTRATED PARTS CATALOG DOES NOT LIST ANY DUST COVER. THE RPTR SUSPECTS THE SHOP MECH RPTED THE SHIPPING DUST COVERS THAT PROTECT THE WHEEL BEARINGS IN TRANSIT WAS MISSING.
