Narrative:

At 5000 ft I was given descent to 2600 ft. I read this back to the controller and set 2600 ft in the altitude alert. I was told to report established on the localizer. I was joining the localizer when center asked me what my altitude was. I replied, 'on localizer and level at 2600 ft.' the controller said he gave me 2800 ft. I told him no, that he had assigned me 2600 ft. I think it was just a misunderstanding, but when I read it back, the controller should have corrected me. There was no danger to the aircraft at any time.
