Narrative:

While descending to 17000 ft, ATC issued a TA for traffic at 11 O'clock climbing to 16000 ft. We went to TCASII mode and then received a traffic alert at approximately 17500 ft. At approximately 17300 ft, we received the RA which commanded a climb. The ivsi command was followed and then a monitor vertical speed was received. At 17500-17600 ft, clear of conflict was given. The other aircraft was leveling at 16000 ft and our descent rate was less than 1200 FPM. Neither I nor the captain believe that the RA was warranted, but in IMC we complied. No ATC conflict took place and we descended to 17000 ft.

Title: FLC OF A CANADAIR REGIONAL JET CL65 STOPPED DSCNT AND CLBED IN RESPONSE TO A TCASII RA EVEN THOUGH CTR CTLR HAD ISSUED A TA SINCE THEY WERE IN IMC.

Narrative: WHILE DSNDING TO 17000 FT, ATC ISSUED A TA FOR TFC AT 11 O'CLOCK CLBING TO 16000 FT. WE WENT TO TCASII MODE AND THEN RECEIVED A TFC ALERT AT APPROX 17500 FT. AT APPROX 17300 FT, WE RECEIVED THE RA WHICH COMMANDED A CLB. THE IVSI COMMAND WAS FOLLOWED AND THEN A MONITOR VERT SPD WAS RECEIVED. AT 17500-17600 FT, CLR OF CONFLICT WAS GIVEN. THE OTHER ACFT WAS LEVELING AT 16000 FT AND OUR DSCNT RATE WAS LESS THAN 1200 FPM. NEITHER I NOR THE CAPT BELIEVE THAT THE RA WAS WARRANTED, BUT IN IMC WE COMPLIED. NO ATC CONFLICT TOOK PLACE AND WE DSNDED TO 17000 FT.
