Narrative:

The possible pilot deviation into prohibited area occurred after takeoff at dca airport off runway 36. The possible over attention to noise abatement procedures may have delayed left turn for the departure procedure. The left turn was initiated before the call from ATC to advise turn to avoid prohibited area. At that time the rate of turn was greatly increased to insure avoidance of prohibited area.

Title: FO OF A LEARJET 60 INADVERTENTLY ENTERED PROHIBITED AIRSPACE DURING INITIAL CLB DUE TO DISTR OF MEETING NOISE ABATEMENT REQUIREMENT.

Narrative: THE POSSIBLE PLTDEV INTO PROHIBITED AREA OCCURRED AFTER TKOF AT DCA ARPT OFF RWY 36. THE POSSIBLE OVER ATTN TO NOISE ABATEMENT PROCS MAY HAVE DELAYED L TURN FOR THE DEP PROC. THE L TURN WAS INITIATED BEFORE THE CALL FROM ATC TO ADVISE TURN TO AVOID PROHIBITED AREA. AT THAT TIME THE RATE OF TURN WAS GREATLY INCREASED TO INSURE AVOIDANCE OF PROHIBITED AREA.
