Narrative:

We read back the clearance and ATC did not respond with any changes. There was a big language problem and the radio was not very clear, which enhanced poor communication. We ended up flying the wrong SID and had to get a vector on course. Not helping the problem was that the VOR navigation radios were malfunctioning and the transponder was not sending reliable altitude information.

Title: FLC HAD LANGUAGE DIFFICULTIES DURING FOREIGN OPS. LANGUAGE PROB RESULTED IN FLYING THE WRONG DEP. THE PROB WAS COMPOUNDED BY MALFUNCTIONING NAV RADIOS AND XPONDER.

WE ENDED UP FLYING THE WRONG SID AND HAD TO GET A VECTOR ON COURSE. NOT HELPING THE PROB WAS THAT THE VOR NAV RADIOS WERE MALFUNCTIONING AND THE XPONDER WAS NOT SENDING RELIABLE ALT INFO.
