Narrative:

Sbound on AR1 near torry as cleared by ATC at FL430 (frequency 134.85 at PM07Z). ZJX gave clearance, 'turn 50 degrees right, descend immediately to FL410.' after approximately 5 seconds, ZJX said, 'turn further right to heading 270 degrees' and requested our altitude. I responded with an immediate descent (2000+ FPM) and a hard right turn (30 degree angle of bank). The PNF informed ZJX that we were now level at FL410. ZJX sounded relieved and thanked us for our cooperation. When asked what the problem was, ZJX said that we had opposite direction traffic at FL430. After being cleared direct to hobee (at FL410), tcasi displayed the opposite direction traffic at FL430 (about 4 mi offset to our left). My question: why is ZJX using wrong way flight levels? Other pilots have noticed this anomaly and try to resolve it by requesting new altitude prior to jax airspace.

Title: A CPR JET IS GIVEN AN URGENT AMENDED CLRNC FOR A HDG AND ALT CHANGE DUE TO WRONG ALT, OPPOSITE DIRECTION TFC ON AR-1 S OF WILMINGTON, NC.

Narrative: SBOUND ON AR1 NEAR TORRY AS CLRED BY ATC AT FL430 (FREQ 134.85 AT PM07Z). ZJX GAVE CLRNC, 'TURN 50 DEGS R, DSND IMMEDIATELY TO FL410.' AFTER APPROX 5 SECONDS, ZJX SAID, 'TURN FURTHER R TO HDG 270 DEGS' AND REQUESTED OUR ALT. I RESPONDED WITH AN IMMEDIATE DSCNT (2000+ FPM) AND A HARD R TURN (30 DEG ANGLE OF BANK). THE PNF INFORMED ZJX THAT WE WERE NOW LEVEL AT FL410. ZJX SOUNDED RELIEVED AND THANKED US FOR OUR COOPERATION. WHEN ASKED WHAT THE PROB WAS, ZJX SAID THAT WE HAD OPPOSITE DIRECTION TFC AT FL430. AFTER BEING CLRED DIRECT TO HOBEE (AT FL410), TCASI DISPLAYED THE OPPOSITE DIRECTION TFC AT FL430 (ABOUT 4 MI OFFSET TO OUR L). MY QUESTION: WHY IS ZJX USING WRONG WAY FLT LEVELS? OTHER PLTS HAVE NOTICED THIS ANOMALY AND TRY TO RESOLVE IT BY REQUESTING NEW ALT PRIOR TO JAX AIRSPACE.
