Narrative:

Taxiing out from the gate, I called for 'flaps 15 degrees, taxi check.' the first officer responded that he was going to run the first flight of the day anti-ice tests on the way out to the runway. This item normally comes at the end of the before takeoff check and will result in a delay at the runway if there is a short taxi. I believe that this distraction led him to begin the challenge/response taxi checklist without first selecting the flap lever to 15 degrees as he normally would. The 'flaps' challenge is the 4TH item on the 8-ITEM checklist. The normal response is to visually confirm that the flap lever is in the 15 degree setting, and the weighted average indicators shows 15 degrees, and then respond verbally 'set 15 degrees/indicating 15 degrees.' in retrospect, I do not recall doing any of these things. I believe that the 'flaps' challenge/response item was missed because it was about to be addressed as we approached another runway and we each visually and verbally verified that it was clear of traffic and we were cleared to cross. This broke the continuity of the checklist and allowed the omission to go unnoticed. The takeoff was rejected when a confign warning occurred as the power levers were advanced for takeoff.

Title: FLC OF AN EMBRAER EMB120 REJECTED TKOF AFTER THEY HAD TKOF WARNING INDICATION WHEN APPLYING FULL PWR CAUSED BY NOT EXTENDING TKOF FLAPS.

Narrative: TAXIING OUT FROM THE GATE, I CALLED FOR 'FLAPS 15 DEGS, TAXI CHK.' THE FO RESPONDED THAT HE WAS GOING TO RUN THE FIRST FLT OF THE DAY ANTI-ICE TESTS ON THE WAY OUT TO THE RWY. THIS ITEM NORMALLY COMES AT THE END OF THE BEFORE TKOF CHK AND WILL RESULT IN A DELAY AT THE RWY IF THERE IS A SHORT TAXI. I BELIEVE THAT THIS DISTR LED HIM TO BEGIN THE CHALLENGE/RESPONSE TAXI CHKLIST WITHOUT FIRST SELECTING THE FLAP LEVER TO 15 DEGS AS HE NORMALLY WOULD. THE 'FLAPS' CHALLENGE IS THE 4TH ITEM ON THE 8-ITEM CHKLIST. THE NORMAL RESPONSE IS TO VISUALLY CONFIRM THAT THE FLAP LEVER IS IN THE 15 DEG SETTING, AND THE WEIGHTED AVERAGE INDICATORS SHOWS 15 DEGS, AND THEN RESPOND VERBALLY 'SET 15 DEGS/INDICATING 15 DEGS.'
