Narrative:

On final approach to runway 26L at phx, first officer flying requested flap extension to 20 degrees. Captain selected 20 degrees and received ECAM warning of 'flaps stuck.' executed missed approach via tower instructions and once established downwind, complied with ECAM and QRH procedures. Due to higher approach speeds, wet runway and inoperative thrust reversers, an emergency was declared. Captain flew an uneventful landing at phx. Supplemental information from acn 431451: requested go around to accomplish ECAM and qr checklist. Reviewed and briefed and an emergency was declared. Captain assumed control for an uneventful landing.
