Narrative:

After breaking out of an overcast (5000 ft AGL) 'clicked' on 'airport' lights at bzn, mt. Aircraft was coming in on victor 343 from the south, approach lights in sight for runway 12. Requested 'visual' approach from ZLC -- request approved. At 90 degrees to runway, runway lights are not normally visible. They are usually 'directional' (ie, seen within 30-40 degrees on final approach. Runway edge lights not visible. VASI and approach lights on high. Continued approach to landing. Runway easily visible. After misinterping 'air carrier flight operations manual' for 'ok' authority/authorized. Landing uneventful. Lights reported out to local auths. Found 'switch' in tower not in 'pilot controled lighting' position. Approach lights and VASI not controled by same switch. Tower personnel had left tower at.
