Narrative:

Descent started at FL370-FL350 with clearance to initially FL190, then changed to FL200 and then FL190. Also, several large heading changes occurred during descent (vectors of +/-90 degrees both left and right). During descent, a leveloff altitude never reached, a further clearance to 10000 ft was issued. Evasive action taken at approximately FL215 with TCASII advisory to climb. ATC apologized via radio for the problem. My gut feeling is that ATC had a target that was maneuvering and had no radio contact with for whatever reason.

Title: ACFT DSNDING TOWARDS TAMPA, FL, GOT AN RA FROM TCASII. FOLLOWED THE ADVISORY, WHICH CALLED FOR A CLB.

Narrative: DSCNT STARTED AT FL370-FL350 WITH CLRNC TO INITIALLY FL190, THEN CHANGED TO FL200 AND THEN FL190. ALSO, SEVERAL LARGE HDG CHANGES OCCURRED DURING DSCNT (VECTORS OF +/-90 DEGS BOTH L AND R). DURING DSCNT, A LEVELOFF ALT NEVER REACHED, A FURTHER CLRNC TO 10000 FT WAS ISSUED. EVASIVE ACTION TAKEN AT APPROX FL215 WITH TCASII ADVISORY TO CLB. ATC APOLOGIZED VIA RADIO FOR THE PROB. MY GUT FEELING IS THAT ATC HAD A TARGET THAT WAS MANEUVERING AND HAD NO RADIO CONTACT WITH FOR WHATEVER REASON.
