Narrative:

Captain and first officer were called at approximately XA10 and accepted assignment to report at XK00. Captain slept 3 hours 45 mins prior to reporting. First officer said he slept 'a couple hours.' upon arrival at operations, crew was assigned a turn to efd and back to sdf. Arrival at sdf was scheduled at XQ53. The flight to efd was redispatched to iah prior to departure due to low visibility at efd. En route to iah, flight controller sent message to crew, via ACARS, requesting diversion to efd. Crew agreed and landed efd. On return flight, first officer showed signs of fatigue. Captain was a little tired, but performing duties ok. On approach to sdf, flight was cleared for ILS runway 35L. Just outside FAF, with captain flying, approach control handed flight off to tower. Captain was slowing aircraft and calling for confign to land. First officer called tower, captain heard first officer call tower and thought he heard landing clearance, but apparently did not. Captain turned on lights on nose gear, which is his habit upon receiving landing clearance. Captain said, 'cleared to land.' first officer said, 'cleared to land?' captain said, 'yes.' upon landing, captain saw that tower frequency was not set. Tower said to check radios. The first officer had set the wrong frequency, called tower, but did not receive clearance to land. Captain was distraction and thought he heard landing clearance, but apparently did not. Landing was uneventful. Crew should have paid more attention to first officer question. Crew had CRM discussion after flight. Crew needed more sleep.
