Narrative:

While on approach to mci, the braking action on runway 19R was given to us by several aircraft as fair to poor. However, 1 aircraft gave a nil braking report. We were about at the marker and after discussing this with the first officer, we elected to land. Since all the other runways were closed all traffic was focused on this one runway. We knew if there would have been any kind of incident we would have been criticized for our actions. The easy thing to do would have been to make a missed approach, waited or diverted. We landed and braking action was fair to poor on the portion we used, first 8000 ft out of 11000 ft. The txwys and ramps were worse (poor) than the runway. There was no cycling of the anti-skid until at low speed. I purposely made them cycle and reported this to the tower. What I am getting at is that mci tower/approach controller gave us a blanket 'nil' braking action. I would like more information on what part of the runway this was encountered and what time it was reported. It was given to us that it was an air carrier. I did not think at the time to ask these questions, but I will be ready next time.

Title: A B737-300 CAPT ELECTS TO LAND AT MCI AFTER RECEIVING A BRAKING ACTION RPT OF 'NIL.' CAPT OBJECTED TO THE BLANKET USE OF THE TERM 'NIL' AS IT RESTR HIS OPTIONS FOR A LEGAL LNDG.

Narrative: WHILE ON APCH TO MCI, THE BRAKING ACTION ON RWY 19R WAS GIVEN TO US BY SEVERAL ACFT AS FAIR TO POOR. HOWEVER, 1 ACFT GAVE A NIL BRAKING RPT. WE WERE ABOUT AT THE MARKER AND AFTER DISCUSSING THIS WITH THE FO, WE ELECTED TO LAND. SINCE ALL THE OTHER RWYS WERE CLOSED ALL TFC WAS FOCUSED ON THIS ONE RWY. WE KNEW IF THERE WOULD HAVE BEEN ANY KIND OF INCIDENT WE WOULD HAVE BEEN CRITICIZED FOR OUR ACTIONS. THE EASY THING TO DO WOULD HAVE BEEN TO MAKE A MISSED APCH, WAITED OR DIVERTED. WE LANDED AND BRAKING ACTION WAS FAIR TO POOR ON THE PORTION WE USED, FIRST 8000 FT OUT OF 11000 FT. THE TXWYS AND RAMPS WERE WORSE (POOR) THAN THE RWY. I WOULD LIKE MORE INFO ON WHAT PART OF THE RWY THIS WAS ENCOUNTERED AND WHAT TIME IT WAS RPTED. IT WAS GIVEN TO US THAT IT WAS AN ACR. I DID NOT THINK AT THE TIME TO ASK THESE QUESTIONS, BUT I WILL BE READY NEXT TIME.
