Narrative:

On byp 3 arrival near covie, had clearance to 17000 ft. After passing approximately FL183, received TCASII RA. Disengaged autoplt and followed the reduce vertical speed command. The aircraft passed approximately 500 ft below. ATC was busy at the time. Before I could advise him of the RA, he gave us clearance to 11000 ft. I told him about the RA and his response was., he kept us above FL180 till we passed the traffic. I advised him of our clearance to 17000 ft. I don't know if he was working the single engine aircraft or just aware he was there. Supplemental information from acn 429969: observed a light aircraft pass approximately 500 ft below (17500 ft). We advised ATC. He responded that he knew about the traffic and that is why he kept us above FL180. Controller was very busy and we did not have time to discuss it further.

I DON'T KNOW IF HE WAS WORKING THE SINGLE ENG ACFT OR JUST AWARE HE WAS THERE. SUPPLEMENTAL INFO FROM ACN 429969: OBSERVED A LIGHT ACFT PASS APPROX 500 FT BELOW (17500 FT). WE ADVISED ATC. HE RESPONDED THAT HE KNEW ABOUT THE TFC AND THAT IS WHY HE KEPT US ABOVE FL180. CTLR WAS VERY BUSY AND WE DID NOT HAVE TIME TO DISCUSS IT FURTHER.
