Narrative:

XA25Z, frequency 118.6, 5000 ft, mroc tower. Location: ILS approach at mroc runway 7. On localizer and GS to mroc runway 7 at about 5000 ft MSL, a TA popped up at 1-2 O'clock position at about 1/2 mi. The tower was talking to another aircraft in spanish in a very agitated fashion. The RA came up about the time we changed scales on the TCASII screen -- not 10 seconds after the TA. The RA called for a descent of 1000-1200 FPM. We were VFR below a cloud deck, which gave us the freedom to follow the RA, which of course took us below the GS. After about 10-15 seconds, the RA changed to monitor vertical speed. We never saw the other aircraft, nor did tower alert us to the intruder.

THE TWR WAS TALKING TO ANOTHER ACFT IN SPANISH IN A VERY AGITATED FASHION. THE RA CAME UP ABOUT THE TIME WE CHANGED SCALES ON THE TCASII SCREEN -- NOT 10 SECONDS AFTER THE TA. THE RA CALLED FOR A DSCNT OF 1000-1200 FPM. WE WERE VFR BELOW A CLOUD DECK, WHICH GAVE US THE FREEDOM TO FOLLOW THE RA, WHICH OF COURSE TOOK US BELOW THE GS. AFTER ABOUT 10-15 SECONDS, THE RA CHANGED TO MONITOR VERT SPD. WE NEVER SAW THE OTHER ACFT, NOR DID TWR ALERT US TO THE INTRUDER.
