Narrative:

While I was working ground, at pit, a B737 called for taxi to deice. He was on taxiway V6 main ramp side and there were 2 slots open in the east pad which was straight ahead on taxiway V6 for air carrier X. I instructed air carrier X to taxi via taxiway V6 to the east pad. Air carrier X started out on taxiway V6 turned left on taxiway T and taxied up to the C pad. When I asked him why he did it he said he was told to by the guys on the deice frequency. They do not have authority/authorized to taxi aircraft on my txwys. I was involved in an incident several months ago where an air carrier B767 taxied across runway 28C as another air carrier was departing. During the investigation it was discovered that the air carrier B767 checked in on the company ramp frequency, advised that he was holding short of runway 28C, and the company ramp controller instructed the pilot to taxi via taxiway west to the ramp. That isn't the first time something like that has happened and those same types of things continuously happen when those people talk to the pilots via radio. A NASA report was filed on the air carrier B767 incident.

Title: B737 CREW AT PIT WAS ISSUED TAXI CLRNC TO DEICE PAD E BUT TAXIED TO PAD C CONTRARY TO THE GND CTLR'S INSTRUCTIONS.

Narrative: WHILE I WAS WORKING GND, AT PIT, A B737 CALLED FOR TAXI TO DEICE. HE WAS ON TXWY V6 MAIN RAMP SIDE AND THERE WERE 2 SLOTS OPEN IN THE E PAD WHICH WAS STRAIGHT AHEAD ON TXWY V6 FOR ACR X. I INSTRUCTED ACR X TO TAXI VIA TXWY V6 TO THE E PAD. ACR X STARTED OUT ON TXWY V6 TURNED L ON TXWY T AND TAXIED UP TO THE C PAD. WHEN I ASKED HIM WHY HE DID IT HE SAID HE WAS TOLD TO BY THE GUYS ON THE DEICE FREQ. THEY DO NOT HAVE AUTH TO TAXI ACFT ON MY TXWYS. I WAS INVOLVED IN AN INCIDENT SEVERAL MONTHS AGO WHERE AN ACR B767 TAXIED ACROSS RWY 28C AS ANOTHER ACR WAS DEPARTING. DURING THE INVESTIGATION IT WAS DISCOVERED THAT THE ACR B767 CHKED IN ON THE COMPANY RAMP FREQ, ADVISED THAT HE WAS HOLDING SHORT OF RWY 28C, AND THE COMPANY RAMP CTLR INSTRUCTED THE PLT TO TAXI VIA TXWY W TO THE RAMP. THAT ISN'T THE FIRST TIME SOMETHING LIKE THAT HAS HAPPENED AND THOSE SAME TYPES OF THINGS CONTINUOUSLY HAPPEN WHEN THOSE PEOPLE TALK TO THE PLTS VIA RADIO. A NASA RPT WAS FILED ON THE ACR B767 INCIDENT.
