Narrative:

The first officer was the PF. I (the captain) was the PNF. The WX at mke at the time was 400 ft overcast, 3/4 mi visibility with 2600 ft RVR and heavy snow for runway 1L. Upon landing on runway 1L, tower asked us if we could make taxiway K because there was an aircraft behind us on the approach. It seemed possible, so I replied yes. We came to a complete stop on runway 1L and we xferred controls. As I was exiting the runway onto taxiway K, I saw an F16 on taxiway east taxiing with intent to cross taxiway K. I called on radio, tower frequency 'stop that aircraft on taxiway east.' tower replied 'what aircraft?' I realized that most likely he did not know about the F16 on my right, so I immediately applied maximum braking. My aircraft did not stop, but started skidding on snow. A few ft later, we came to a complete stop with the help of some reverse thrust. In the meantime, controllers must have instructed the F16 to hold, as he was on ground frequency and I on tower frequency. Traffic behind us was instructed to go around. We continued taxiing to our gate. Controllers had no visual reference to our position due to heavy snow and fog.

Title: ACFT UNABLE TO CLR RWY DUE TO APPARENT CONFLICT WITH TAXIING ACFT. THE ACFT ON APCH WAS REQUIRED TO GO AROUND.

UPON LNDG ON RWY 1L, TWR ASKED US IF WE COULD MAKE TXWY K BECAUSE THERE WAS AN ACFT BEHIND US ON THE APCH. IT SEEMED POSSIBLE, SO I REPLIED YES. WE CAME TO A COMPLETE STOP ON RWY 1L AND WE XFERRED CTLS. AS I WAS EXITING THE RWY ONTO TXWY K, I SAW AN F16 ON TXWY E TAXIING WITH INTENT TO CROSS TXWY K. I CALLED ON RADIO, TWR FREQ 'STOP THAT ACFT ON TXWY E.' TWR REPLIED 'WHAT ACFT?' I REALIZED THAT MOST LIKELY HE DID NOT KNOW ABOUT THE F16 ON MY R, SO I IMMEDIATELY APPLIED MAX BRAKING. MY ACFT DID NOT STOP, BUT STARTED SKIDDING ON SNOW. A FEW FT LATER, WE CAME TO A COMPLETE STOP WITH THE HELP OF SOME REVERSE THRUST. IN THE MEANTIME, CTLRS MUST HAVE INSTRUCTED THE F16 TO HOLD, AS HE WAS ON GND FREQ AND I ON TWR FREQ. TFC BEHIND US WAS INSTRUCTED TO GO AROUND. WE CONTINUED TAXIING TO OUR GATE. CTLRS HAD NO VISUAL REF TO OUR POS DUE TO HVY SNOW AND FOG.
