Narrative:

Aircraft arrived with the FS3 lavatory placarded due to a call light inoperative. When I went to the aircraft to address the item, I noticed that the inoperative sticker was partially removed and that the lavatory door was not locked. On feb/xb/99 deferred item the FS3 lavatory was in compliance, lavatory inoperative sticker in view and door secured closed.

Title: A B767-300 WAS OPERATED IN NON COMPLIANCE WITH A LAVATORY RENDERED INOP PER THE MEL PROCS BUT MADE OPERABLE BY THE CABIN FLC IN CONFLICT WITH THE MEL.

Narrative: ACFT ARRIVED WITH THE FS3 LAVATORY PLACARDED DUE TO A CALL LIGHT INOP. WHEN I WENT TO THE ACFT TO ADDRESS THE ITEM, I NOTICED THAT THE INOP STICKER WAS PARTIALLY REMOVED AND THAT THE LAVATORY DOOR WAS NOT LOCKED. ON FEB/XB/99 DEFERRED ITEM THE FS3 LAVATORY WAS IN COMPLIANCE, LAVATORY INOP STICKER IN VIEW AND DOOR SECURED CLOSED.
