Narrative:

On feb/xa/99 I was returning from a VMC flight approximately 25 NM northeast of pae. I received radar vectors from zxe. As I descended through 7000 ft, I encountered rain, which froze on my wings and propeller. I was unable to maintain a safe altitude and decided to make an off field landing approximately 6 NM northwest of arlington, wa. I landed on a road just west of I-5. I believe that the aircraft was cold enough for the rain to freeze on contact. I also noted that the outside air temperature was -15 degrees F at 10000 ft. There were no injuries and no damage to the aircraft. No one was on the road at time of landing. I was the sole occupant of aircraft.
