Narrative:

Active runway at time was runway 4R. We requested runway 13C for takeoff as winds were 160 degrees at 9 KTS. Ground cleared us via taxiway Y onto runway 31R to hold short of runway 4R. As we were stopping short of runway 4R, ground asked us to confirm we were holding short of runway 4R. We replied, 'affirmative.' when ground cleared us across runway 4R, they told us that since we did not stop at the hold short line, tower had to send an approach around. We replied that we did not see a hold short line. After a min, ground came back to say they were wrong, there was no hold short line painted on runway 31R. Research shows in summer 1998 mdw replaced a part of runway 31R, and a new hold short line was not painted on after construction.

Narrative: ACTIVE RWY AT TIME WAS RWY 4R. WE REQUESTED RWY 13C FOR TKOF AS WINDS WERE 160 DEGS AT 9 KTS. GND CLRED US VIA TXWY Y ONTO RWY 31R TO HOLD SHORT OF RWY 4R. AS WE WERE STOPPING SHORT OF RWY 4R, GND ASKED US TO CONFIRM WE WERE HOLDING SHORT OF RWY 4R. WE REPLIED, 'AFFIRMATIVE.' WHEN GND CLRED US ACROSS RWY 4R, THEY TOLD US THAT SINCE WE DID NOT STOP AT THE HOLD SHORT LINE, TWR HAD TO SEND AN APCH AROUND. WE REPLIED THAT WE DID NOT SEE A HOLD SHORT LINE. AFTER A MIN, GND CAME BACK TO SAY THEY WERE WRONG, THERE WAS NO HOLD SHORT LINE PAINTED ON RWY 31R. RESEARCH SHOWS IN SUMMER 1998 MDW REPLACED A PART OF RWY 31R, AND A NEW HOLD SHORT LINE WAS NOT PAINTED ON AFTER CONSTRUCTION.
