Narrative:

Prior to the tower opening at XA00 local, I had the student taxi to the end of the runway 23 for departure on a local IFR training flight. We called cleveland approach/clearance for our instrument clearance, but got no answer. We tried reaching them several times on 121.85. We made an announcement on the tower frequency 118.5 stating intentions. By the time we realized (XA01 or XA02) we were not receiving any communications from approach or tower, we returned to the ramp. I called the controller in the control tower to explain the events. He gave me warnings about moving onto active movement areas without 2-WAY communications. He explained that I was congesting the frequency with my xmissions and it appeared he was aggravated with the situation. I apologized many times and informed him I was aware of the restrs when the tower was open. I explained we did not intentionally try to cause problems and apologized some more. He seemed to settle down by the end of the conversation. There seemed to be no operational conflict.

Title: A FLT INSTRUCTOR AND A STUDENT TAXIED TO THE RWY SHORTLY BEFORE THE TWR OPENED AND ATTEMPTED TO CALL APCH CTL FOR AN INST CLRNC. UNABLE TO CONTACT ANYONE ON THE RADIO, THEY TAXIED BACK AND CALLED THE TWR ON THE PHONE.

Narrative: PRIOR TO THE TWR OPENING AT XA00 LCL, I HAD THE STUDENT TAXI TO THE END OF THE RWY 23 FOR DEP ON A LCL IFR TRAINING FLT. WE CALLED CLEVELAND APCH/CLRNC FOR OUR INST CLRNC, BUT GOT NO ANSWER. WE TRIED REACHING THEM SEVERAL TIMES ON 121.85. WE MADE AN ANNOUNCEMENT ON THE TWR FREQ 118.5 STATING INTENTIONS. BY THE TIME WE REALIZED (XA01 OR XA02) WE WERE NOT RECEIVING ANY COMS FROM APCH OR TWR, WE RETURNED TO THE RAMP. I CALLED THE CTLR IN THE CTL TWR TO EXPLAIN THE EVENTS. HE GAVE ME WARNINGS ABOUT MOVING ONTO ACTIVE MOVEMENT AREAS WITHOUT 2-WAY COMS. HE EXPLAINED THAT I WAS CONGESTING THE FREQ WITH MY XMISSIONS AND IT APPEARED HE WAS AGGRAVATED WITH THE SIT. I APOLOGIZED MANY TIMES AND INFORMED HIM I WAS AWARE OF THE RESTRS WHEN THE TWR WAS OPEN. I EXPLAINED WE DID NOT INTENTIONALLY TRY TO CAUSE PROBS AND APOLOGIZED SOME MORE. HE SEEMED TO SETTLE DOWN BY THE END OF THE CONVERSATION. THERE SEEMED TO BE NO OPERATIONAL CONFLICT.
