Narrative:

While cruising at 17000 ft, center cleared us to FL230. During our climb, we were given TA's and then we were cleared to FL280 (our final cruise altitude) never leveling off in the interim. Upon reaching FL280 and level there for 1 min or so, we noticed we had not reset our altimeters to 29.92. Center then asked us to verify altitude, which we then corrected. We were less than 300 ft off and low.

Narrative: WHILE CRUISING AT 17000 FT, CTR CLRED US TO FL230. DURING OUR CLB, WE WERE GIVEN TA'S AND THEN WE WERE CLRED TO FL280 (OUR FINAL CRUISE ALT) NEVER LEVELING OFF IN THE INTERIM.
