Narrative:

Aircraft X holding over rob. NDB for cnw was issued traffic 4 NM south northbound 3500 ft. The transponder on the inbound aircraft Y was intermittent. Traffic was observed by the aircraft X in holding the arriving aircraft Y (unknown) descended in the holding aircraft X's flight path and disrupted the holding maneuver alternate control instructions and holding instructions were issued along with another traffic advisory to the aircraft that was participating in the class D advisory service. Change the airspace to a class C. It would be much safer and pilot training would not be disrupted.

Title: ACT APCH CTLR WORKING TFC IN VFR HOLDING PATTERN ISSUED TFC, WHICH WAS SIGHTED BY THE PLT. THE UNKNOWN ACFT DSNDED THROUGH THE HOLDING AREA AND DISRUPTED THE ACFT TRAINING IN THE HOLDING PATTERN.

CHANGE THE AIRSPACE TO A CLASS C. IT WOULD BE MUCH SAFER AND PLT TRAINING WOULD NOT BE DISRUPTED.
