Narrative:

The BE90 dropped parachute jumpers over P08 when there was an MD80 1 min from the airport. The MD80 was descending from 12000 ft to 11000 ft and the BE90 was at 14000 ft. I had issued traffic to the BE90 but he said traffic was no factor. I tried to tell the BE90 that the traffic was a factor, but he did not respond to 3 of my xmissions. When the BE90 did call me, he said jumpers were away and he was descending. At this time the MD80 was directly over the airport. Parachute jumping at P08 is within 1 mi of an arrival going into phx. This is a very unsafe place to be jumping with the amount of air carrier traffic inbound to phx. Callback conversation with ZAB specialist advised revealed the following information: ZAB specialist advised that P08 was originally a williams AFB alternate airport. The parachute operation was moved to eloy airport, approximately 15 mi wsw of P08. Today, eloy airport is alleged to be the world's busiest parachute jumping activity airport. Eloy airport is in the immediate vicinity of the intersection of V94 and V16. The specialist advised that the parachute jumping symbol was not removed from P08. When traffic increased along V16, and incidents were reported due to the activity around eloy airport, phx TRACON and ZAB coordination an arrival route move east, away from V16, and utilized the phx VOR R127, propellers at 10000 ft and jet at 11000 ft. Coordination was accomplished in mid to late 1995, and the route was implemented in early 1996. It was at this time that complaints were received from a then unknown parachute operator at P08. That operator was then joined by another parachute jumping organization. The arrival route is still operational and used. The specialist advised the parachute users have recently been jumping from the vicinity of 14000 ft. The specialist advised that the arrival route cannot be moved again because of R2310 to the east and the eloy jump zone to the west. The TRACON and ZAB have coordination for the removal of some of the crossing restrs for traffic inbound to phx on this route when jumping activity has been coordination.

I HAD ISSUED TFC TO THE BE90 BUT HE SAID TFC WAS NO FACTOR. I TRIED TO TELL THE BE90 THAT THE TFC WAS A FACTOR, BUT HE DID NOT RESPOND TO 3 OF MY XMISSIONS. WHEN THE BE90 DID CALL ME, HE SAID JUMPERS WERE AWAY AND HE WAS DSNDING. AT THIS TIME THE MD80 WAS DIRECTLY OVER THE ARPT. PARACHUTE JUMPING AT P08 IS WITHIN 1 MI OF AN ARR GOING INTO PHX. THIS IS A VERY UNSAFE PLACE TO BE JUMPING WITH THE AMOUNT OF ACR TFC INBOUND TO PHX. CALLBACK CONVERSATION WITH ZAB SPECIALIST ADVISED REVEALED THE FOLLOWING INFO: ZAB SPECIALIST ADVISED THAT P08 WAS ORIGINALLY A WILLIAMS AFB ALTERNATE ARPT. THE PARACHUTE OP WAS MOVED TO ELOY ARPT, APPROX 15 MI WSW OF P08. TODAY, ELOY ARPT IS ALLEGED TO BE THE WORLD'S BUSIEST PARACHUTE JUMPING ACTIVITY ARPT. ELOY ARPT IS IN THE IMMEDIATE VICINITY OF THE INTXN OF V94 AND V16. THE SPECIALIST ADVISED THAT THE PARACHUTE JUMPING SYMBOL WAS NOT REMOVED FROM P08. WHEN TFC INCREASED ALONG V16, AND INCIDENTS WERE RPTED DUE TO THE ACTIVITY AROUND ELOY ARPT, PHX TRACON AND ZAB COORD AN ARR RTE MOVE E, AWAY FROM V16, AND UTILIZED THE PHX VOR R127, PROPS AT 10000 FT AND JET AT 11000 FT. COORD WAS ACCOMPLISHED IN MID TO LATE 1995, AND THE RTE WAS IMPLEMENTED IN EARLY 1996. IT WAS AT THIS TIME THAT COMPLAINTS WERE RECEIVED FROM A THEN UNKNOWN PARACHUTE OPERATOR AT P08. THAT OPERATOR WAS THEN JOINED BY ANOTHER PARACHUTE JUMPING ORGANIZATION. THE ARR RTE IS STILL OPERATIONAL AND USED. THE SPECIALIST ADVISED THE PARACHUTE USERS HAVE RECENTLY BEEN JUMPING FROM THE VICINITY OF 14000 FT. THE SPECIALIST ADVISED THAT THE ARR RTE CANNOT BE MOVED AGAIN BECAUSE OF R2310 TO THE E AND THE ELOY JUMP ZONE TO THE W. THE TRACON AND ZAB HAVE COORD FOR THE REMOVAL OF SOME OF THE XING RESTRS FOR TFC INBOUND TO PHX ON THIS RTE WHEN JUMPING ACTIVITY HAS BEEN COORD.
