Narrative:
I turned both aircraft to parallel headings but didn't realized 1 aircraft didn't receive his heading because xmissions were blocked. I measured prior to climb clearance and had separation.

Title: ACFT X (B727) AND ACFT Y WERE GIVEN HDGS FOR SEPARATION, BUT ONE ACFT DID NOT RECEIVE THE HDG, BECAUSE THE XMISSION WAS BLOCKED. THIS RESULTED IN SEPARATION BEING LOST BTWN ACFT X AND ACFT Y.
