Narrative:

We had an originating flight out of a maintenance base. Captain did his flow (system checks) while I did my preflight routine. He called for originating checklist which were completed. Later on a different crew got the airplane and noticed the fire bottle lights did not illuminate. On further inspection the cannon plugs were not on bottles, probably since it left maintenance base. When we did originating checklist and I called for fire detection system check, he said complete. I would have to assume that he did do the check and did it correctly. Nowhere in our manual does it say a first officer must get in the left seat and double check all the captain's system checks.

Title: CAPT OF A DEHAVILLAND DASH 8 (DH8) MISSED OBSERVING THE ENG FIRE EXTINGUISHING LIGHTS DURING THE ORIGINATING CHKLIST, SINCE IT WAS LATER FOUND THAT THE FIRE BOTTLES WERE NOT HOOKED UP.

Narrative: WE HAD AN ORIGINATING FLT OUT OF A MAINT BASE. CAPT DID HIS FLOW (SYS CHKS) WHILE I DID MY PREFLT ROUTINE. HE CALLED FOR ORIGINATING CHKLIST WHICH WERE COMPLETED. LATER ON A DIFFERENT CREW GOT THE AIRPLANE AND NOTICED THE FIRE BOTTLE LIGHTS DID NOT ILLUMINATE. ON FURTHER INSPECTION THE CANNON PLUGS WERE NOT ON BOTTLES, PROBABLY SINCE IT LEFT MAINT BASE. WHEN WE DID ORIGINATING CHKLIST AND I CALLED FOR FIRE DETECTION SYS CHK, HE SAID COMPLETE. I WOULD HAVE TO ASSUME THAT HE DID DO THE CHK AND DID IT CORRECTLY. NOWHERE IN OUR MANUAL DOES IT SAY A FO MUST GET IN THE L SEAT AND DOUBLE CHK ALL THE CAPT'S SYS CHKS.
