Conducted CAT III approach and landing at mke. WX indefinite ceiling, RVR 1000 ft, runway 1 ALS NOTAM OTS. Further discussion with approach revealed only sequenced flashers erratic. Confusion with ATC and/or dispatch with regard to legality of conducting approach with above NOTAM. Supplemental information from acn 426541: NOTAM was 'approach lighting system operative, sequence flashers erratic.' confusion with ATC and/or dispatch with regard to legality of conducting approach with above NOTAM.
