Narrative:

We were air carrier X on jan/xa/99. The captain was flying the aircraft. We were on the civet 4 arrival approximately at bremr intersection. Approach pointed out traffic cross left to right approximately 2.5 mi in front of us. The captain told me to keep a close watch on the traffic. I was trying to keep them in sight. The captain continued on the arrival. We both noticed at the same time at suzzi intersection at 9000 ft MSL the automatic system (FMS) had not slowed the aircraft but had reverted to selected speed (280 KTS). The captain promptly slowed the aircraft and continued the approach. The chain of events started when primary flight duties were distraction by crossing traffic and the over reliance on the automation in the airbus.

Title: FLC OF AN AIRBUS A320 EXCEEDED AIRSPD RULE UNDER 10000 FT DURING A STAR ARR DUE TO THE FMS MODE CTL INADVERTENTLY SELECTED SPD INSTEAD OF SLOWING THE ACFT AS PROGRAMMED.

Narrative: WE WERE ACR X ON JAN/XA/99. THE CAPT WAS FLYING THE ACFT. WE WERE ON THE CIVET 4 ARR APPROX AT BREMR INTXN. APCH POINTED OUT TFC CROSS L TO R APPROX 2.5 MI IN FRONT OF US. THE CAPT TOLD ME TO KEEP A CLOSE WATCH ON THE TFC. I WAS TRYING TO KEEP THEM IN SIGHT. THE CAPT CONTINUED ON THE ARR. WE BOTH NOTICED AT THE SAME TIME AT SUZZI INTXN AT 9000 FT MSL THE AUTOMATIC SYS (FMS) HAD NOT SLOWED THE ACFT BUT HAD REVERTED TO SELECTED SPD (280 KTS). THE CAPT PROMPTLY SLOWED THE ACFT AND CONTINUED THE APCH. THE CHAIN OF EVENTS STARTED WHEN PRIMARY FLT DUTIES WERE DISTR BY XING TFC AND THE OVER RELIANCE ON THE AUTOMATION IN THE AIRBUS.
