Narrative:

Departing gate in pbi, we were instructed to call tower at spot X calling tower with ATIS and position. Tower responded with 'runway 9L.' when we asked for taxi instructions, he again responded 'runway 9L.' it is my understanding that taxi instructions include clearance to 'taxi to' which despite at least 3 requests for a taxi clearance he would only respond 'runway 9L.' I felt this an improper clearance especially considering to get to runway 9L we had to cross an active runway 31/13.

Title: CAPT OF A B737-400 COMPLAINS OF GND CTL LACK OF PROVIDING COMPLETE TAXI INSTRUCTIONS WHEN REQUEST FOR TAXI ON DEP. ONLY THE RWY ASSIGNMENT WAS GIVEN WITHOUT RTE INSTRUCTIONS EVEN THOUGH IT WAS NECESSARY TO CROSS AN ACTIVE RWY TO REACH THE ASSIGNED RWY.

Narrative: DEPARTING GATE IN PBI, WE WERE INSTRUCTED TO CALL TWR AT SPOT X CALLING TWR WITH ATIS AND POS. TWR RESPONDED WITH 'RWY 9L.' WHEN WE ASKED FOR TAXI INSTRUCTIONS, HE AGAIN RESPONDED 'RWY 9L.' IT IS MY UNDERSTANDING THAT TAXI INSTRUCTIONS INCLUDE CLRNC TO 'TAXI TO' WHICH DESPITE AT LEAST 3 REQUESTS FOR A TAXI CLRNC HE WOULD ONLY RESPOND 'RWY 9L.' I FELT THIS AN IMPROPER CLRNC ESPECIALLY CONSIDERING TO GET TO RWY 9L WE HAD TO CROSS AN ACTIVE RWY 31/13.
