After obtaining a release from departure control, nmm ATCT controller departed a helicopter to the north, contrary to the facility LOA which specifies a south departure. An near midair collision resulted when the helicopter became head on with traffic on final from the north.

Narrative:
Aircraft X, a military B06, departed IFR on course due north. This clearance was issued by the tower controller, contrary to the LOA which specifies runway heading (runways 19 in use). The aircraft should have been departed south. The aircraft flew head-on to several aircraft on final.
