Narrative:
While working on a PIREP involving an autothrottle discrepancy, troubleshooting showed no faults in the autothrottle system and a system test was normal. Because no maintenance was performed on the autothrottle system and system integrity was not disturbed, I believed the aircraft lower minimum performance was not affected. After receiving a notice of violation from the FAA, a further review of air carrier general procedures manual and lower minimum performance material has convinced me that I was in violation.
Original NASA ASRS Text
Title: A FOKKER 100 WITH A PIREP ON THE AUTOTHROTTLE SYS WAS CHKED OK PER THE SYS SELF TEST BUT NOT REMOVED FROM AUTOLAND CAT III.
Narrative: WHILE WORKING ON A PIREP INVOLVING AN AUTOTHROTTLE DISCREPANCY, TROUBLESHOOTING SHOWED NO FAULTS IN THE AUTOTHROTTLE SYS AND A SYS TEST WAS NORMAL. BECAUSE NO MAINT WAS PERFORMED ON THE AUTOTHROTTLE SYS AND SYS INTEGRITY WAS NOT DISTURBED, I BELIEVED THE ACFT LOWER MINIMUM PERFORMANCE WAS NOT AFFECTED. AFTER RECEIVING A NOTICE OF VIOLATION FROM THE FAA, A FURTHER REVIEW OF ACR GENERAL PROCS MANUAL AND LOWER MINIMUM PERFORMANCE MATERIAL HAS CONVINCED ME THAT I WAS IN VIOLATION.
