North of salisbury, md. Callback conversation with reporter revealed the following information: this ARTCC data controller said that he was on the landline coordinating with an ngu controller when this event occurred. He said that he did not hear the original clearance and he was completely surprised when the conflict alert warning sounded. He said that after a review by the facility management he was found to not be at fault. This reporter could not recall the type of air carrier aircraft involved.

Title: AN ARTCC RADAR CTLR ISSUED A DSCNT CLRNC TO ACR Y, AT PLT'S DISCRETION, AND THE FLC STARTED THEIR DSCNT SOONER THAN THE CTLR EXPECTED. LTSS FROM ACR X RESULTED.

Narrative: N OF SALISBURY, MD. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS ARTCC DATA CTLR SAID THAT HE WAS ON THE LANDLINE COORDINATING WITH AN NGU CTLR WHEN THIS EVENT OCCURRED. HE SAID THAT HE DID NOT HEAR THE ORIGINAL CLRNC AND HE WAS COMPLETELY SURPRISED WHEN THE CONFLICT ALERT WARNING SOUNDED. HE SAID THAT AFTER A REVIEW BY THE FACILITY MGMNT HE WAS FOUND TO NOT BE AT FAULT. THIS RPTR COULD NOT RECALL THE TYPE OF ACR ACFT INVOLVED.
