Narrative:

Landing runway 2 sgf, wind 300 degrees at 15 KTS, braking action fair. First officer performed normal landing followed by normal rollout, deceleration and xfer of control of aircraft. Approximately 1/2 way down the runway, braking and steering became ineffective. Aircraft began skidding and wxvaning into the wind and partially exited the left side of the runway at midfield. Communicated with sgf tower, operations, and passenger. Aircraft engines were shut down normally. Passenger were deplaned normally through main cabin door onto the runway and into a van and transported to the terminal. Postflt inspection revealed broken taxi light lenses and no other damage. No passenger or crew injuries.

Title: FLC OF ATR42 LOST CTL OF ACFT ON ROLLOUT ON ICY RWY AT SGF.

Narrative: LNDG RWY 2 SGF, WIND 300 DEGS AT 15 KTS, BRAKING ACTION FAIR. FO PERFORMED NORMAL LNDG FOLLOWED BY NORMAL ROLLOUT, DECELERATION AND XFER OF CTL OF ACFT. APPROX 1/2 WAY DOWN THE RWY, BRAKING AND STEERING BECAME INEFFECTIVE. ACFT BEGAN SKIDDING AND WXVANING INTO THE WIND AND PARTIALLY EXITED THE L SIDE OF THE RWY AT MIDFIELD. COMMUNICATED WITH SGF TWR, OPS, AND PAX. ACFT ENGS WERE SHUT DOWN NORMALLY. PAX WERE DEPLANED NORMALLY THROUGH MAIN CABIN DOOR ONTO THE RWY AND INTO A VAN AND TRANSPORTED TO THE TERMINAL. POSTFLT INSPECTION REVEALED BROKEN TAXI LIGHT LENSES AND NO OTHER DAMAGE. NO PAX OR CREW INJURIES.
