(3 airplanes involved.) landing and departing runways 31R and 31L. Instructed aircraft #3 into position and hold on runway 31R. Aircraft #1 went into position and hold on runway (31L at kk). Aircraft #2 on approach for runway 31L went around (missed approach) prior to receiving missed approach instructions. I cleared aircraft #1 for takeoff runway 31L, kk. I instructed aircraft #2 to make left traffic for runway 31L. Similar sounding call signs between aircraft #1 and aircraft #2. Aircraft #2 observed the aircraft #1 on the runway, prior to landing.
