Narrative:

(3 airplanes involved.) landing and departing runways 31R and 31L. Instructed aircraft #3 into position and hold on runway 31R. Aircraft #1 went into position and hold on runway (31L at kk). Aircraft #2 on approach for runway 31L went around (missed approach) prior to receiving missed approach instructions. I cleared aircraft #1 for takeoff runway 31L, kk. I instructed aircraft #2 to make left traffic for runway 31L. Similar sounding call signs between aircraft #1 and aircraft #2. Aircraft #2 observed the aircraft #1 on the runway, prior to landing.

Narrative: (3 AIRPLANES INVOLVED.) LNDG AND DEPARTING RWYS 31R AND 31L. INSTRUCTED ACFT #3 INTO POS AND HOLD ON RWY 31R. ACFT #1 WENT INTO POS AND HOLD ON RWY (31L AT KK). ACFT #2 ON APCH FOR RWY 31L WENT AROUND (MISSED APCH) PRIOR TO RECEIVING MISSED APCH INSTRUCTIONS. I CLRED ACFT #1 FOR TKOF RWY 31L, KK. I INSTRUCTED ACFT #2 TO MAKE L TFC FOR RWY 31L. SIMILAR SOUNDING CALL SIGNS BTWN ACFT #1 AND ACFT #2. ACFT #2 OBSERVED THE ACFT #1 ON THE RWY, PRIOR TO LNDG.
