Narrative:

During pushout at phl we required deicing for light frost on the wings. The deicing crew did not check in prior to deicing the aircraft. After deicing, they did not check in to verify type of deicing fluid or anything per our procedures. I visually checked that the frost was gone looking out the cabin windows and felt that we were safe to go. While this was not standard procedure, I felt we were ok for flight. My primary concern, however, is the total lack of adherence to deice procedures at that station. Phl deicing personnel need to be reminded of the necessity of adherence to procedures.

Title: B757 CREW CONCERNED ABOUT GND PERSONNEL'S LACK OF ADHERENCE TO DEICE PROC AT PHL.

Narrative: DURING PUSHOUT AT PHL WE REQUIRED DEICING FOR LIGHT FROST ON THE WINGS. THE DEICING CREW DID NOT CHK IN PRIOR TO DEICING THE ACFT. AFTER DEICING, THEY DID NOT CHK IN TO VERIFY TYPE OF DEICING FLUID OR ANYTHING PER OUR PROCS. I VISUALLY CHKED THAT THE FROST WAS GONE LOOKING OUT THE CABIN WINDOWS AND FELT THAT WE WERE SAFE TO GO. WHILE THIS WAS NOT STANDARD PROC, I FELT WE WERE OK FOR FLT. MY PRIMARY CONCERN, HOWEVER, IS THE TOTAL LACK OF ADHERENCE TO DEICE PROCS AT THAT STATION. PHL DEICING PERSONNEL NEED TO BE REMINDED OF THE NECESSITY OF ADHERENCE TO PROCS.
