Narrative:
Pilot landed and reported seeing approach lights 'at minimums' and 'breaking out' at 230 ft AGL. I didn't ask which order those happened, nor did I inquire any further about the details. I suspect, though, that the pilot did not notice that the ILS minimums were 320 ft AGL. I think nonstandard decision hts should be more prominently depicted.

Title: CSG LCL CTLR PERCEIVES THAT BE20 PLT LANDED BELOW EXISTING AND PUBLISHED WX MINIMA.
Narrative: PLT LANDED AND RPTED SEEING APCH LIGHTS 'AT MINIMUMS' AND 'BREAKING OUT' AT 230 FT AGL. I DIDN'T ASK WHICH ORDER THOSE HAPPENED, NOR DID I INQUIRE ANY FURTHER ABOUT THE DETAILS. I SUSPECT, THOUGH, THAT THE PLT DID NOT NOTICE THAT THE ILS MINIMUMS WERE 320 FT AGL. I THINK NONSTANDARD DECISION HTS SHOULD BE MORE PROMINENTLY DEPICTED.
