Narrative:

Operating flight cvg-sfo on the modesto 2 arrival into sfo. ZOA said, 'cleared out FL390 for FL310.' we acknowledged 'air carrier xy leaving FL390 for FL310.' at about FL384 ZOA asked 'are you out of FL390?' we replied that we were passing FL384 for FL310. ZOA said to climb back to FL390 that the clearance was for another aircraft on another frequency. As we started to climb he gave us a 50 degree turn to 200 degrees. I disconnected the autoplt to climb and turn more quickly. We received 2 traffic alerts as we climbed and turned. We did not see the other traffic. Lowest altitude was FL382. ZOA was very busy at the time with many xmissions being stepped upon. Controllers working 2 frequencys always causes confusion. Supplemental information from acn 423107: I transmitted, 'out of FL390 for FL310 now.' I received an affirmative reply to my transmission.

Title: A B757-200 STARTS A DSCNT ON A CLRNC TO FL310 FROM FL390 THAT WAS MEANT FOR ANOTHER ACFT ON ANOTHER FREQ. FO SAYS THAT HE HAD RECEIVED AN AFFIRMATION OF HIS READBACK FROM THE CTLR.

AT ABOUT FL384 ZOA ASKED 'ARE YOU OUT OF FL390?' WE REPLIED THAT WE WERE PASSING FL384 FOR FL310. ZOA SAID TO CLB BACK TO FL390 THAT THE CLRNC WAS FOR ANOTHER ACFT ON ANOTHER FREQ. AS WE STARTED TO CLB HE GAVE US A 50 DEG TURN TO 200 DEGS. I DISCONNECTED THE AUTOPLT TO CLB AND TURN MORE QUICKLY. WE RECEIVED 2 TFC ALERTS AS WE CLBED AND TURNED. WE DID NOT SEE THE OTHER TFC.
