Narrative:

Problem: I was on an IFR flight plan and cleared for a visual approach in a TCA to vgt. Made 3 visual approachs, but was unsuccessful because of high xwinds, turbulence and windshear. ATC would not accept a missed approach. Requested I keep clear of TCA and maintain VFR. Advised I was unable and running low on fuel. They finally accepted me back into system and I landed at las. Solution: ATC should accept back into IFR system no matter how many attempts to land are made.

Title: AFTER SEVERAL ABANDONED APCHS DUE TO ADVERSE WX CONDITIONS, SMT TWIN PLT HAD DIFFICULTY WITH ATC REFILING IFR FLT PLAN AT VGT.

Narrative: PROB: I WAS ON AN IFR FLT PLAN AND CLRED FOR A VISUAL APCH IN A TCA TO VGT. MADE 3 VISUAL APCHS, BUT WAS UNSUCCESSFUL BECAUSE OF HIGH XWINDS, TURB AND WINDSHEAR. ATC WOULD NOT ACCEPT A MISSED APCH. REQUESTED I KEEP CLR OF TCA AND MAINTAIN VFR. ADVISED I WAS UNABLE AND RUNNING LOW ON FUEL. THEY FINALLY ACCEPTED ME BACK INTO SYS AND I LANDED AT LAS. SOLUTION: ATC SHOULD ACCEPT BACK INTO IFR SYS NO MATTER HOW MANY ATTEMPTS TO LAND ARE MADE.
