Narrative:
Overtime use was authority/authorized to supplement for a controller assigned away from the facility. Fpl controller count was at 9, with a 'bare bones' staffing requirement of 11. No overtime used. Supervisor chose to save money over providing a safe level of staffing. (His definition of 'bare bones,' not mine!). This situation continues on dec/a-B/98 and will likely occur in upcoming weeks as well.
