Narrative:

We (aircraft X) were level FL190 heading 290 assigned. Controller asked a PE3(aircraft Y) at FL200 if he had us in sight. The P3 said he had us visual. We were not asked and we did not have him visual. He was on TCASII. Jax cleared us to climb to FL230. After starting climb, we saw the P3 heading toward us and at the same time got an RA to descend. We complied and advised ATC of the RA. When clear of traffic we continued climb to FL230. Normally controllers want both aircraft to say they have visual contact before clearing aircraft through the same altitude.

Title: ZJX CTLR EXCHANGES OPPOSITE DIRECTION TFC WITH MIL P3, WHO RPTS A B727 IN SIGHT, BUT DOES NOT APPLY THE SAME CRITERIA WITH THE B727. CTLR CLBS THE B727. THE B727 INITIATES AN EVASIVE MANEUVER FROM THE P3 AS A RESULT FROM A TCASII RA. AFTER CLR OF THE P3, THE B727 CONTINUES CLB.

WHEN CLR OF TFC WE CONTINUED CLB TO FL230. NORMALLY CTLRS WANT BOTH ACFT TO SAY THEY HAVE VISUAL CONTACT BEFORE CLRING ACFT THROUGH THE SAME ALT.
