Narrative:

We departed roc with clearance to 11000 ft. Leaving 10500 ft, center told us our clearance was only to 10000 ft, and to call ZOB, which we did. I was told at that time that there were 3 operrors on the part of center and departure control. I was told that I was only cleared to 10000 ft, but I always read back 11000 ft and 3 controllers never caught my readback as wrong. We came within 4 SM and 500 ft of the other aircraft that was going into roc.

Title: DEP APCH CTLR CLRS B727 TO 10000 FT BUT MISSED READBACK AS PLT STATES CLBING TO 11000 FT. B727 CLB STOPPED ON INITIAL CONTACT WHEN XFERRED TO ZOB, BUT COMES IN CONFLICT WITH DH8 ON OVERFLT.

Narrative: WE DEPARTED ROC WITH CLRNC TO 11000 FT. LEAVING 10500 FT, CTR TOLD US OUR CLRNC WAS ONLY TO 10000 FT, AND TO CALL ZOB, WHICH WE DID. I WAS TOLD AT THAT TIME THAT THERE WERE 3 OPERRORS ON THE PART OF CTR AND DEP CTL. I WAS TOLD THAT I WAS ONLY CLRED TO 10000 FT, BUT I ALWAYS READ BACK 11000 FT AND 3 CTLRS NEVER CAUGHT MY READBACK AS WRONG. WE CAME WITHIN 4 SM AND 500 FT OF THE OTHER ACFT THAT WAS GOING INTO ROC.
