Narrative:

The event happened on the sector. Traffic was building with several conflicts at FL310. Aircraft #1 was off hou at FL270 requesting FL330. Aircraft #2 was off atl at FL310 10 mi east of emg wbound. Aircraft #1 10 mi south of emg northbound was climbed to FL330. Doing my radar associate duties I did not hear the clearance by the radar controller. When I looked over, I saw the data block of aircraft #1 climbing through FL280 for FL330 in conflict with aircraft #2. I notified the r-ctlr and she stopped the aircraft #1 at FL290 before separation was lost. Twice after that I notified the r-side of conflictions at FL310 2 mins before convergence. The r-side asked me what to do about solving other conflicts. My concern is the training program allowing more and more individuals to be certified on sectors without proper training. I do not blame the individuals, but I do the FAA training program. These types of sits are common in our specialty at ARTCC. Accountability is at an all-time low. I have voiced my opinion to management. I am a team player and want to help. It just never changes but only gets worse it seems.

IT JUST NEVER CHANGES BUT ONLY GETS WORSE IT SEEMS.
