Narrative:

FAA inspector had alerted pilot to missing placard. The pilot entered it in log. I responded to gate call, using part number from similar placard verified not in stock at ZZZ. I then looked up placard in B737 300/400 placard manual. I came to page X, noted B737-400 only reference on page. After looking at diagrams several pages in each direction, I decided this was good effectively showing #1 not required (no diamond). I called maintenance control to see if placard could be installed down line. Maintenance control foreman said, 'ok until routine overnight layover if it is not required.' I then programmed placard. I later received a letter and looked up the given reference and I then realized I made a stupid mistake as it is clearly a required placard. At end of shift, fatigue may have been factor, or in hurry to get done.

Title: A B737-400 WAS DISPATCHED WITH A CABIN OVERHEAD BIN DOOR REMOVED AND DEFERRED PER THE MEL BUT NOT PLACARDED. IN NON COMPLIANCE PER THE MEL.

I THEN LOOKED UP PLACARD IN B737 300/400 PLACARD MANUAL. I CAME TO PAGE X, NOTED B737-400 ONLY REF ON PAGE. AFTER LOOKING AT DIAGRAMS SEVERAL PAGES IN EACH DIRECTION, I DECIDED THIS WAS GOOD EFFECTIVELY SHOWING #1 NOT REQUIRED (NO DIAMOND). I CALLED MAINT CTL TO SEE IF PLACARD COULD BE INSTALLED DOWN LINE. MAINT CTL FOREMAN SAID, 'OK UNTIL ROUTINE OVERNIGHT LAYOVER IF IT IS NOT REQUIRED.' I THEN PROGRAMMED PLACARD. I LATER RECEIVED A LETTER AND LOOKED UP THE GIVEN REF AND I THEN REALIZED I MADE A STUPID MISTAKE AS IT IS CLRLY A REQUIRED PLACARD. AT END OF SHIFT, FATIGUE MAY HAVE BEEN FACTOR, OR IN HURRY TO GET DONE.
